Total for 6Added up for 6, the difference is what you pay for luggage and for getting to the door
The answer: if you can use the visitor discount, HARUKA is the cheapest way with no change. The bus costs ¥3,000 more but takes your luggage in the hold; a taxi costs about ¥30,000 more but takes you to the door. Families who cannot use the discount pay less on the bus than on HARUKA.
The amounts in this article are for a family of 6: a couple, 2 children (elementary school) and 2 grandparents. The grandparents pay adult fares.

Buy the HARUKA discount online before you ride
The answer: the HARUKA One-way Ticket is only for people entering Japan on a foreign passport with "Temporary Visitor" status, and it is not sold inside Japan. Buy it before you leave through JR West's online booking, and pick it up at the station after you arrive.
1. Kansai Airport → Kyoto: adult ¥2,200 JR West
Children (6–11) ¥1,100. It is void if you get off at a station on the way, and each ticket is for its holder only.
2. Only for short-term visitors JR West
Japanese nationals (even with permanent residence abroad) and people living in Japan on any status other than Temporary Visitor cannot use it. You show your passport when you pick it up.
3. Booking opens 1 month ahead at 10:00 JR West
From 10:00 on the same date one month before you ride. Up to 6 people per booking (for 7 or more, book twice).
- How to buy: pay by credit card on JR-WEST ONLINE TRAIN RESERVATION and pick the ticket up from a ticket machine or counter at the station after you arrive (the machines need a passport with an IC chip; otherwise go to the counter). You can also buy an exchange voucher from a travel agency abroad.
- Without the discount, HARUKA non-reserved is ¥3,060 per adult and ¥1,530 per elementary-school child. To sit together as 6, take reserved seats (regular season: ¥3,590 per adult, ¥1,790 per child).
- Some articles describe it as the "ICOCA & HARUKA" set, but as of October 2026 the official product name is HARUKA One-way Ticket.
- From Kansai Airport, HARUKA stops at Tennoji, Osaka and Shin-Osaka before heading to Kyoto. If you spend 1–2 nights in Osaka before moving to Kyoto, you cannot use the HARUKA One-way Ticket (it is void if you get off on the way).
With a lot of suitcases, the limousine bus and its hold
The answer: the limousine bus takes up to 2 bags each in the hold under the floor, so 6 people can sit down without up to 12 bags in the cabin. On HARUKA you take up to 2 bags each on board.
- Limousine bus: up to 2 bags per person in the hold, 30 kg in total, each bag up to 2 m in length + width + height. The bags get a tag and you keep the stub. Bags that do not close, paper bags and bags that cannot stand up are not accepted.
- From Kansai Airport there is no booking: first come, first served. Buy a ticket at the stop on the day and queue; if it is full, take the next one (about every 20 minutes in the evening).
- The stops are no. 8 on 1F of Terminal 1 and no. 2 at Terminal 2. In Kyoto you get off at bus stop H3 on the Hachijo Exit side.
- The regular limousine buses are not low-floor; there are steps at the door.
- HARUKA: JR West's rules allow up to 2 bags per person on board (up to 250 cm in length + width + height, up to 30 kg). There is a luggage area in the car, but we could not confirm how many bags it holds. The shinkansen's "oversized baggage reservation" rule is not stated for HARUKA.
- You can also send your bags from the airport to your stay ahead of you and ride the train almost hands-free (Sending luggage ahead in Japan).
- For moving bags from Kyoto Station to your stay and on sightseeing days, see Getting around Kyoto with luggage and kids.
By taxi, 6 people and big luggage means one jumbo
The answer: for 6 people and big suitcases in one vehicle, book a jumbo taxi (seats 9, takes 9 suitcases). A minivan for 6 passengers takes only 2 suitcases.
| Vehicle | Seats | Suitcases | Hachijo Exit side (Minami Ward, etc.) | Central Exit side (Shimogyo Ward, etc.) |
|---|---|---|---|---|
| Standard | 4 | 2 | — | — |
| Minivan | 6 | 2 (folding the back row: 3 people, 6 bags) | — | — |
| Jumbo | 9 | 9 | ¥32,300 | ¥35,300 |
- Tolls between KIX and Kyoto are about ¥4,000–4,500. You cannot choose the route. Fares are 20% higher from 22:00 to 5:00.
- Book by app, web or phone; web bookings close at 17:00 the day before. At Kansai Airport you meet at the MK counter next to Exit H.
- On international arrivals, if they cannot reach you, the booking is treated as cancelled about 60 minutes after the booked time. Tell them early if your flight is late.
- Kyoto MK says the jumbo's maximum of 9 includes infants (tell them when booking if you will be 9). For 10, split into 2 vehicles.
- The shared "MK Skygate Shuttle" ended on 28 February 2025.
- We did not look up the fixed airport fares for the standard car and the minivan for this article.
Book a private transfer from the airport to your stay before you leave home
On a day with lots of suitcases, or with grandparents you would rather not take through a change of trains, a private transfer goes to the door of your stay with no change.
Enter 6 passengers and your number of bags on the booking screen to check which vehicles fit and the price.
If you land in the evening or at night, work back from the last departures
The answer: the last ways to Kyoto with no change are HARUKA at 22:16 from Kansai Airport and the limousine bus at 23:20 from Terminal 1. If immigration and baggage claim mean you will miss these, staying a night at Kansai Airport is easier.
| Option | Leaves KIX | Arrives Kyoto |
|---|---|---|
| HARUKA (daily) | 22:16 (the one before: 21:25) | 23:32 (the one before: 22:42) |
| Limousine bus | Terminal 1 23:20, Terminal 2 23:07 | Kyoto Station Hachijo Exit 0:45 |
| JR Kansai Airport Rapid → Special Rapid at Osaka | 22:28 | After midnight (as late as 0:30; varies by day of the week) |
- Check your stay's latest check-in time first, too. Among places with rooms for 6 near Kyoto Station, some take check-in until 2:00 and some close at 21:00 or 24:00 (Places near Kyoto Station where 6 can share one room).
- If you will not make it, stay at a hotel connected to Kansai Airport Station by a walkway, such as Hotel Nikko Kansai Airport, and take the first train or bus to Kyoto in the morning (HARUKA 6:31 on weekdays and 6:40 on Sundays, limousine bus 6:45). That is one less round of moving the bags than staying in Osaka. We have not checked whether it has a room for 6.
- Going straight to Kyoto by taxi at night costs 20% more after 22:00 (jumbo, stay on the Central Exit side: ¥42,360 + tolls; Hachijo Exit side: ¥38,760 + tolls).
Honest caveats
These are things we have not been able to verify, so we do not assert them.
We could not confirm how many bags fit in HARUKA's luggage area
JR West's rules allow up to 2 bags per person on board, but we did not check the size of the luggage area.
The Kyoto arrival of the 22:28 Kansai Airport Rapid varies by day
The two sources we checked gave different Kyoto arrival times, so we write "after midnight (as late as 0:30)". Check the timetable for the day you travel.
Check private-transfer vehicles and luggage on the booking screen
We did not check the vehicle types, number of passengers or bags for the booking site's private transfers in this article.
The taxi amounts are Kyoto MK's fixed airport fares, as an example
Other companies, and stays outside Minami Ward, Shimogyo Ward and the other listed wards of Kyoto city, have different amounts.
Child-fare categories
Child-fare categories are defined differently by each operator, and the official sites do not always state them. In this article we write only what we could confirm, and leave out anything we could not confirm. Always check how ages and headcounts are counted when you book.
